Job Summary

  • The HSE Officer is responsible for developing, implementing, and monitoring health, safety, and environmental programs to ensure compliance with company policies, industry standards, and applicable Nigerian regulations.
  • The role focuses on preventing workplace accidents, promoting a strong safety culture, minimizing environmental impact, and ensuring safe operations across manufacturing, storage, transportation, and maintenance activities.

Key Responsibilities

Health and Safety Management

  • Implement and maintain the company’s HSE management system.
  • Conduct regular workplace inspections, risk assessments, and hazard identification exercises.
  • Ensure compliance with safe work procedures, permit-to-work systems, and lockout/tagout requirements.
  • Investigate incidents, accidents, near misses, and unsafe conditions, and recommend corrective actions.
  • Monitor the use of personal protective equipment (PPE) and enforce compliance.
  • Coordinate emergency response plans, drills, and evacuation exercises.
  • Maintain first aid facilities and ensure emergency equipment is functional and regularly inspected.

Environmental Management:

  • Monitor waste management, emissions, effluent disposal, and pollution prevention activities.
  • Ensure compliance with environmental regulations and company environmental policies.
  • Support environmental impact assessments and sustainability initiatives.
  • Maintain records related to environmental monitoring and reporting.

Training and Awareness:

  • Conduct HSE inductions for new employees, contractors, and visitors.
  • Organize regular safety training sessions, toolbox talks, and awareness campaigns.
  • Promote a positive safety culture and encourage employee participation in HSE initiatives.

Compliance and Documentation:

  • Ensure compliance with relevant Nigerian laws, industry standards, and company policies.
  • Prepare and maintain HSE reports, inspection records, permits, incident logs, and training documentation.
  • Liaise with regulatory authorities, auditors, and external stakeholders during inspections and audits.
  • Monitor contractor HSE performance and ensure compliance with site requirements.

Qualifications and Experience

  • Bachelor’s Degree in Environmental Science, Engineering, Occupational Health and Safety, Industrial Chemistry, or a related field.
  • Minimum of 5 years of HSE experience in the oil, manufacturing, or industrial sector.
  • Professional certifications such as:
    • HSE Levels 1–3
    • First Aid and Fire Safety certifications
  • Membership in a relevant professional body is an advantage.

Required Skills and Competencies:

  • Strong knowledge of occupational health, safety, and environmental regulations.
  • Excellent hazard identification and risk assessment skills.
  • Strong analytical and problem-solving abilities.
  • Effective communication and training skills.
  • Proficiency in Microsoft Office applications and HSE reporting systems.
  • Ability to work under pressure and respond effectively during emergencies.
  • Strong attention to detail and organizational skills.
  • Reduction in workplace incidents and lost-time injuries.
  • Percentage compliance with HSE audits and inspections.
  • Number of safety training sessions conducted.
  • Timely closure of corrective and preventive actions.
  • Environmental compliance performance.
  • Employee participation in HSE programs.
